The project demonstrates an excellent outcome and opportunity for Brisbane City, creating a high quality design both architecturally and in relation to the public realm, in a manner consistent with Council’s Vision for Brisbane as a New World City, whilst carefully and creatively accommodating the many challenging and competing site constraints

Bennett + Bennett were engaged by the client to provide town planning services including obtaining town planning approval in relation to the proposed Eighty-one (81) storey mixed-use tower development known as No.1 BRISBANE, located on land at 217-235A George Street and 52-58 Queen Street, Brisbane.

In particular, Bennett + Bennett town planning were responsible for leading the project team during the town planning process, providing assistance to the client during the initial design competition phase for selection of a suitable architect, as well as preparation of a submission to Brisbane City Council in response to Council’s draft City Centre Neighbourhood Plan prior to lodging the development application. No.1 BRISBANE will be located on a prominent corner within the City Centre, with frontage to two major axes in George Street and the Queen Street Mall as well as Burnett Lane.

Each street frontage plays a distinct and individual role in the functionality of the City Centre and therefore the proposal’s immediate urban context is characterised by a diverse range of land uses and design outcomes. Accordingly, the proposal is sensitively and appropriately designed to engage with and recognise the pre-eminence of the Queen Street Mall, whilst at the same time engaging with the government and administrative focused George Street precinct. The proposal also represents a significant improvement in the activation of Burnett Lane consistent with Council’s ‘Vibrant Laneways’ program. No.1 BRISBANE is a landmark development for Brisbane, exhibiting design excellence that successfully responds to its surrounds, as well as creating a visual ‘marker’ for the city centre. The proposal will provide a catalyst for the revitalisation of the key intersection between the Queen Street Mall and George Street, as well as the creating improved connection to the nearby Reddacliff Place Plaza and ultimately the future Queen’s Wharf Brisbane Integrated Resort Development The building comprises an overall height of 274.3m, incorporating 534 residential units over 77 levels located above a retail podium, as well as 12 levels of basement car parking accommodating 385 cars, and parking for 652 bicycles. No car parking is proposed above ground level in the podium. Situated on a prominent corner of Brisbane’s City Centre, the articulation and proportion of the development has been carefully considered to allow for a podium and tower form that successfully contribute to the city centre.

The proposal incorporates a range of design measures to ensure that the building creates an active and highly connected public realm which is not adversely impacted upon by the tower above, as well as creating a ‘breathable’ green ‘vertical city’. In particular, connectivity at ground level has been significantly enhanced by the inclusion of a new public laneway linking the Queen Street mall to Burnett Lane through the site.

The design also incorporates establishing an Environmentally Sustainable Design 5 Star Green Star: Design and as Built (or equivalent rating system) for the project. The project is intended to target a 6 star Green Star Design and As-Built rating under the Green Building Council of Australia’s rating tool, and is in the process of being registered with the Green Building Council of Australia. Key matters raised and resolved with Council included the tower’s proposed site cover and setback from the Queen Street Mall, potential overshadowing effects, and also the potential effect on the City Centre traffic network including the redirection of part of Burnett Lane. The proposed development was determined by Council to be an appropriate development outcome and in compliance with the applicable design provisions of the Brisbane City Plan 2014, and approved in a timely manner.
